A properly run Boy Scout Troop is actually run by its youth leaders; with the guidance of the Scoutmaster and his assistants. The boys plan the program, conduct Troop Meetings, and provide mentoring and leadership among their peers.

From the time a boy first joins Scouting, he receives leadership training. Patrol Leaders are elected by their peers for terms as defined b the individual Patrols. As Scouts mature in the Troop, they become directly responsible for the development of the younger Scouts. The Troop is led by its elected Senior Patrol Leader, who leads Troop meetings and outings. The Patrol Leaders Council (PLC) — which is made up of the Senior Patrol Leader, Patrol Leaders and several other Youth Leaders — is responsible for planning the Troop Meetings and various events. For Scouts above First Class, leadership and service are more important than earning merit badges.

Leadership Development is one of Scouting’s eight methods. The Boy Scout program encourages boys to learn and practice leadership skills. Every Scout has the opportunity to participate in both shared and total leadership situations. Understanding the concepts of leadership helps a Scout accept the leadership role of others and guides him toward the citizenship aim of Scouting.

Developing leadership skills is an essential part of the Troop’s mission. And the only way to learn leadership is to practice it, and it is best practiced by a Scout holding various positions of responsibility. Scouts are expected to serve in leadership positions in the Troop or in their Patrol; in order for the Troop to conduct business, and as a requirement in the Star, Life, and Eagle Scout ranks.
